A. No person, corporation, or other legal entity shall make changes or cause changes to be made in the surface of any land by clearing, grading, filling, or drainage alteration in the town without having first obtained a valid clearing and grading permit from the town engineer; except for those activities that are exempt as described in SPMC 15.20.040.

B. Permits are not transferable, unless approved in writing by the town engineer. The transfer will only be approved when the new applicant has demonstrated that it can and has complied with the conditions of the permit. [Ord. 378 § 2 (Exh. 1), 1999.]
