Each permit for a substantial development, shoreline conditional use or shoreline variance issued by local government shall contain a provision that construction pursuant to the permit shall not begin and is not authorized until 21 days from the date of filing with Ecology as defined in RCW 90.58.140(6) and WAC 173-27-130, or until after all review proceedings initiated within 21 days from the date of receipt of the decision, except as provided in RCW 90.58.140(5)(a) and (b).
