The town shall, at least annually, call for bids for the services of an official newspaper for the publication of all required notices pursuant to RCW 35.23.352. The call for bids shall require that all bidders meet the requirements of Chapter 65.16 RCW and may specify other qualifications deemed necessary. The call for bids may be waived as provided in RCW 39.04.280 if the town council declares annually by resolution that only a single newspaper meets the qualifications that would otherwise be included in the call for bids.
