A. An application for a business license under this chapter must be made through the Business Licensing Service and must include all information required for all licenses requested, the total fees due for all licenses, and the application handling fee required by RCW 19.02.075.

B. The town council shall, by resolution, establish the town’s business license fees to be assessed to implement and operate the regulations adopted in this chapter.

1. The fees will be commensurate to the highest number of employees of a business working at a location within the town at any time in the previous 12 months prior to when submitting an application. In the case of a new business applicant, the applicant must estimate the highest number of employees that will be employed at the business in the coming 12 months from the application date.

2. The town clerk is authorized to require proof from a business license applicant or licensee to confirm the number of employees of the business has been properly reported and to make appropriate refunds within the limits set in SPMC 5.05.120, or to collect fees within the guidance provided in SPMC 3.65.080, due to any over- or under-reporting that may have occurred. Satisfactory proof of employment may consist of copies of the last four most recent quarterly employer reports submitted to the Washington State Employment Security Department. [Ord. 606 § 2 (Exh.
