The amount herein received consists of revenues received by the town of South Prairie, or to be received by the town of South Prairie, over and above those revenues estimated at the time of the adoption of the annual budget of the town of South Prairie for the year 1973, said funds received or to be received from the United States of America pursuant to the provisions of the Local Financial Systems Act of 1972. Said funds are appropriated pursuant to the provisions of RCW 35.33.121, and the annual budget for the town of South Prairie for the year 1973 shall be the same and expenditures of the said excess revenues received from the United States of America pursuant to the provisions of the said federal statutes.
