The town engineer is authorized and directed to administer and enforce the provisions of this chapter. For such purpose, he shall have the powers of a police officer and may appoint and deputize such officers, inspectors, assistants, and other employees as may be necessary to carry out the duties and functions of his office and to provide technical data for plans and on-site follow-up inspections to assure implementation of required plans and specifications; except that enforcement of hydraulic permits shall be performed by the department of fisheries.
