A. Before any construction or development begins within any area of special flood hazard established in SPMC 15.16.070, the property owner shall obtain the necessary permit or approval as required by this chapter and other town codes and ordinances. Where a permit is otherwise required for the construction or development of the property, such permit shall not issue unless it complies with this chapter. If there is no permit required by the town for the proposed construction or development, then the property owner shall obtain a separate development permit under this chapter.

B. The permit or approval shall be for construction of all structures including manufactured homes, as set forth in the definitions, and for all development including fill and other construction activities, also as set forth in the definitions. The type of underlying permit required shall be governed by the form of development activity proposed on the property, as defined in SPMC 15.04.020, and may require one or more of the following, depending on the project scope: a building permit, a grading permit, a utilities permit, a site development permit, a subdivision approval, a special use or conditional use permit, and/or a shoreline permit consistent with SPMC 15.08.060 and the South Prairie Shoreline Master Plan.
