Plan, develop, and maintain a balanced transportation system for the efficient movement of people, goods, and services within the town and between the town and other communities in the region.

Promote nonmotorized travel and public access opportunities.

Locate new or expanded road corridors for motorized vehicles outside of shoreline jurisdiction unless there is no reasonably feasible alternative or location.
