In addition to the authority granted in Chapter 2.25 SPMC creating the planning commission, the planning commission has the following authority and duties:

A. Exercising all of the powers of a planning commission as authorized in Chapter 58.17 RCW and other provisions of state law;

B. Making studies and recommendations to the town council concerning goals, objectives, and policies governing all elements of the comprehensive plan and the provisions of this code regarding legislative applications. Legislative applications deal with preparation of plans, such as comprehensive plans, zoning codes, critical areas ordinances, shoreline master programs, SEPA regulations, and all sorts of other codes and regulations relating to development. Legislative applications also deal with variances and conditional uses proposals;

C. Developing and making recommendations to the town council concerning policies, ordinances, administrative procedures, and any other means for carrying out comprehensive plan elements in a coordinated and efficient manner;

D. Making recommendations upon variance requests;

E. Performing other duties as assigned by the town council;

F. Conducting public meetings on legislative applications such as revisions to the development regulations, and amendments to the comprehensive plan;

G. The planning commission may establish operating procedures for effective utilization of time, while at the same time allowing public participation. [Ord. 378 § 2 (Exh. 1), 1999.]
