In the event that a customer questions the accuracy of the record of a utility meter, the customer may request that the town remove the meter for testing at town expense. If the test discloses that the meter is registering higher consumption than actual by a factor of more than three percent, then the excess consumption of the three previous readings shall be credited to the customer’s meter account. If the customer has requested more than one meter test in a 12-month period, the customer shall pay a deposit to the town to cover the expense of the test. If the test discloses that the meter is registering higher consumption than actual by a factor of more than three percent, the excess consumption of the three previous readings shall be credited to the customer’s meter account and the town will refund the deposit, if one was paid.
