A. When Allowed. The owner of any premises that are connected to the town’s water and/or sewer system may request that the connection be transferred to another site under the following circumstances:

1. There is no delinquency on the account for the service;

2. The service at the new parcel of property does not involve a change to the service connection (i.e., the terminated connection is for a single-family home, and the connection will be transferred to another single-family home);

3. The service at the old property parcel shall be completely terminated, which will require a new application for service to be submitted to the town in order for any service to be provided to the property in the future; and

4. The property owner requesting the connection transfer must own both parcels of property.

B. Application. The application for a transfer shall be submitted to the town on a form which provides the information required in SPMC 13.05.010(A), and identification of the two properties (the property where service is currently provided and the property where the service will be transferred). If the application does not involve any increase in the size of the connection, and the town has a waiting list for water and/or sewer connections, this application shall not be added to the waiting list. If the application does involve an increase in the size of the connection, and the town has a waiting list for water and/or sewer connections, the property owner shall complete the application required by SPMC 13.05.010(A) and be added to the waiting list. The town does not require that a new general facilities charge (GFC) be paid for a transfer of service if all the conditions in this subsection are met, and there is no increase in the size of the connection.

C. Connection Termination Requested by Owner. No person or owner of any premises connected to the town’s water supply system or sewer system shall disconnect the water or sewer on such premises, unless he/she shall first file a written request for disconnection with the town, and pay all arrearages current on water and sewer use for such premises. Once this request and all payments are received by the town, the town shall terminate the connection as provided in SPMC 13.20.050. [Ord. 567 § 2 (9.01.020), 2018.]
